Carroll County Veterans Assistance Commission
Program Description

The Veterans Assistance Program is designed to provide needed services to eligible veterans and their families who, according to written standards adopted and applied consistently by the CCVAC, are in need of meeting basic living expenses and/or advocacy services.

The Veterans Assistance Program is an emergency financial assistance program and should not be considered an on-going financial supportive program over any considerable period.

The Veterans Assistance Program is not public aid, township general assistance, or welfare. It is assistance paid exclusively to honorably discharged military veterans, their spouses, and dependents. Their military service in the Armed Forces of the United States is gratefully recognized and therefore this financial assistance has been made available.

Financial assistance shall be furnished to an eligible Assistance Unit to alleviate a life-threatening circumstance or to assist in attaining self-sufficiency. An Assistance Unit consists of a person or persons included in a case classification for whom emergency assistance is being requested or for whom emergency assistance has been approved. There are two Assistance Unit classification types: individual and family.

Basic living expenses include such items as food, shelter, utilities, personal needs, transportation, and limited emergency medical expenses considered essential to the health and well-being of the individual or the family. Advocacy services include representing, and/or working closely with the veteran, by applying to the proper local, state, or federal agencies or local intervention with vendors (landlords, utility companies, etc.) to procure benefits and insure the rights and benefits that each veteran is entitled to have been granted to themselves, spouse, or dependent.
